Under Federal Aviation Regulations Part 103 an ultralight weighing less than 254 pounds,(115kg), with a maximum fuel tank capacity of 5 U.S. gallons and with a top speed not exceeding 55 knots is classed as a vehicle as opposed to an aircraft and is not required to be registered. Nor does a pilot need to be certificated! The government prefers self-regulation and there are a number of unofficial registry sequences but marks are not required.
